My understanding is, if you want to live stream, and if some people are already there, you should ask if it's okay with them. If not, you should record at a different angle so that you are not recording him/her in the video. When you are setting up your equipment, you should also announce it so that people passing by can decide if they want to stay there.
If someone is already recording or live streaming, and if you walk there and don't want to be recorded, just go a different way.
It's kind of like whoever is there first has the right-of-spot.
