I just don't think regular schools are the best places for them to develop these skills. Also in these days, they also emphasize on immersion--putting special ed students in regular classes with regular students. They also have teacher aides following these special students from period to period, sometimes on a one-on-one basis.

Not saying not to educate them or not to spend money on them. Just saying the money should be spent differently or more efficiently, and the emphasis should be on helping them developing communication skills and whatever skills they need after they graduate from k12. Obviously regular schools are not the best or most efficient environment for them to develop these skills.
Special Ed seems like 推娃 to me。
