是的，钱花在特殊教育上，总比养懒汉强。养个正常孩子家长都累得吐血，难以想象那些有残疾或者智力缺陷儿童的家庭是怎么过的。
刚来美国时，总是奇怪为什么美国残疾人这么多，那时还颇以祖国残疾人少而自豪。后来才明白，不是美国残疾人多，而是美国残疾人不受歧视，有机会出门，可以参加各种活动，国内的残疾人，特别是智力有缺陷的，都被家长锁在家里，外人见不到而已。
小学时班上有个残疾同学，我们几个背他上下学背了两年。上初中离家远了，我们背不了了，父母又不能接送，他只得辍学了，也不知现在怎么样了。那个孩子还挺聪明的，只是腿残疾，在美国，大学也上的了。

Just saying the money should be spent differently or more efficiently, and the emphasis should be on helping them developing communication skills and whatever skills they need after they graduate from k12. Obviously regular schools are not the best or most efficient environment for them to develop these skills.
Special Ed seems like 推娃 to me。
SpEd的教育大纲是因人订制的。和“普通”儿童的教育并不一样。

I just don't think regular schools are the best places for them to develop these skills. Also in these days, they also emphasize on immersion--putting special ed students in regular classes with regular students. They also have teacher aides following these special students from period to period, sometimes on a one-on-one basis.

这群小孩，正常的学校正常的老师没有办法成功的教会他们交流技巧，包括阅读，交流性的说话之类的。必须要特殊老师才能教。

Right. That's my point. Because regular k12 schools are not the most efficient places to educate these students with special needs, it ends up wasting money without much result. There should be special schools to meet their special needs.

有一些是的。那些更严重一点的，不能上普通学校。
轻一点的，就是这样，一半在普通学校，一半送去专门的机构。
I thought all special ed students were going to regular k12 schools. I didn't know there was such thing as special 机构 for them to go. Let me do a little research on this.
I don't have 意见 on spending money on them, my 意见 is on HOW to spend money on them.

无论是小孩full time上专门的学校，还是小孩half time上专门的学校，这个跟我们这个帖子的主题没有关系。因为这两种，都需要花很多钱，都是校区在花钱。
人与人之间的Social Need很重要。可能比学业学术知识更重要。
