There are always exceptions, and there are many factors affecting homicide rates. So you want look at only one factor, keeping all others the same. However, in life you oftentimes cannot manipulate the independent variable as freely as you want, so you look at the average of all states with high gun ownership and the average of all states with low gun ownership. That way, all other variables tend to average and even out.
FBI and cdc data indicate that the states with highest gun ownership (>50%) have 66% higher homicide rates, 11% higher violent crime rate and also 11% higher property crimes rates than states with lowest gun ownership (< 30%) in 2022. Those number are 84%, 25%, and 34% in 2020.
It's true. 执法与公民的道德水准 can be very different among different countries. However, they are not that different in different states in the US, and when you take the average of many states, those difference tend to be insignificant, and the only significant difference is gun ownership if that's how you choose the two groups of states to compare.
