什么是民主

就是这样的，从希腊以后到启蒙运动间的一千多年以内，民主一直被认为是最差的制度，连启蒙思想家也是这么想的。
美国国父深受启蒙思想影响，是知道民主制度的坏处的。
当然罗马人也知道民主制度的坏处，所以搞得共和制

民主制度也是一直被尝试，一直被修正的，比如罗马，一个贵族一票定一百票，比如美国，直到1920年才真的一人一票选总统选议员，但是一旦美国人的素质和教育程度顶不起一人一票，民主制度，哪怕是现在的代议制民主，也就崩了
