Was 联邦政府 controlled by repubs three years ago? What did it do then? This is not a one-day or one-year problem.
It is getting worse and worse. So it might be true that it was not as bad during Trump time, but it was worse during Trump's time than the years prior to Trump's time.
The executive branch, dem or repub, is not able to do whatever it wants, it has to act according to existing laws.
