No it is not clear that blue state wins on crime rate , but blue big city always has high crime rate.

Your data source clearly indicates that red states have higher overall crime rates. You got to ignore DC, which is just a city. You cannot compare a city to the entire state as we all know that cities, such as LA, have much higher crime rates than the entire state.

Don't ignore DC, but don't let DC's data distract you. When you look at the overall crime rates of blue states, DC becomes insignificant since its population is nothing compared to the overall population of blue states. Just like you don't need to look at the individual shithole cities in Cal (yeah, there are many of them) when you look at the entire state of Cal.

You can see that red states have a 8% higher overall crime rate than blue states.
