In the past, the American production per worker was much higher due to its advance in tech and engineering, but now it's pretty much gone. Most people are watching their own wallet. Merchants want the lowest cost to achieve the best profit, and consumers want to pay less to make ends meet. So in general, most manufacture won't come back to the US, no matter whose ass is in the White House.
